CAIR's Washington headquarters shifted to a shadowy foundation after Texas terrorist label

After Texas labeled CAIR a terrorist group, the organization moved its D.C. headquarters to the newly created Sage Foundation, which later sold a stake to the North American Islamic Trust.

Following Governor Greg Abbott’s November 2025 declaration that CAIR is a terrorist organization, the group quietly transferred its Washington, D.C., headquarters to the Sage Foundation on November 26, 2025 for just ten dollars. Sage, a six-month-old entity with no filed tax forms or clear charitable purpose, lists CAIR staff member Eyas Abdeen as incorporator and general counsel Lena Masri as registered agent, while naming corporate attorney Malik Conn as its beneficial owner.

In February 2026, Sage sold a 45% interest in the building to the North American Islamic Trust for $4 million, and NAIT designated the property as a waqf, prohibiting its disposal without NAIT’s consent. NAIT is a major Islamic property holder with historic links to the Muslim Brotherhood, a connection also noted for CAIR. The property’s proximity to the Capitol and the opaque ownership structure suggest an effort to shield assets from potential seizure. Critics argue the arrangement is a “shell game” designed to protect the organization’s assets despite the terrorist designation.
