Delhi plans digital 'Property Aadhaar' IDs for every building under new land bill

Delhi officials are preparing the Delhi Land Records Bill, 2026, which seeks to establish a fully digital property registry for the entire capital. Under the draft, a scientific survey will catalog every residential, commercial and other type of property, generating a unique Property Aadhaar Card for each parcel and even for each floor of a building. The plan expands on a pilot under the Centre's SVAMITVA Scheme, where drone-based surveys produced smart property cards for thirty villages with help from the Survey of India.

The government argues that a unified digital record will simplify sales, inheritance transfers, bank lending, and civic approvals, while reducing protracted land disputes in courts. Chief Minister Rekha Gupta likened the system to the personal Aadhaar ID, promising a secure and authenticated property identity. The bill will be presented to the Delhi Cabinet soon and is expected to be introduced in a special session rather than the upcoming Monsoon Assembly meeting.
