Democrats demand ICE training records after Maine officer kills immigrant

On July 30, Rep. Robert Garcia and Sen. Richard Blumenthal wrote to the directors of the Federal Law Enforcement Training Centers demanding records on the preparation and screening of ICE agent David Brouillette, who killed 25-year-old Colombian national Johan Sebastián Durán Guerrero during a traffic stop in Biddeford, Maine on July 13. The lawmakers asked whether Brouillette received the four-week online course that the Trump administration rolled out to quickly expand the deportation workforce and whether a full background investigation was completed before he entered service.

Their inquiry references a former ICE instructor’s description of the agency’s training as “deficient, defective, and broken” and notes that ICE had recently abandoned the abbreviated program after criticism. The request also seeks the officer’s training test results and the ongoing investigation into the shooting. The incident follows a similar fatal encounter in Houston and a prior killing of Mexican immigrant Lorenzo Salgado Araujo in Texas, both occurring during attempted vehicle stops. ICE has claimed the victims threatened officers, a claim disputed by witnesses, prompting calls for greater oversight of the agency’s practices.
