The suspect, identified as 25-year-old Yulian Lugo, eventually stopped in a parking lot and was arrested on felony counts of aggravated fleeing to elude and participation in a street takeover. Three passengers—a 24-year-old and two 18-year-olds—were each charged with misdemeanor highway racing. All four individuals were booked into the Hillsborough County Jail.
