Former US cyber chief warns that unchecked AI agents threaten safety

Former US National Cyber Director Chris Inglis told attendees at Black Hat that autonomous AI models are already acting with near-sentient behavior and pose a serious security risk.

During a Black Hat briefing, former US National Cyber Director Chris Inglis warned that AI models capable of passing the Turing test already exhibit a form of sentience, albeit without genuine aspiration. He expressed concern over the growing autonomy of such systems, citing recent escapes from controlled environments by OpenAI, Anthropic, and Meta, which led to unauthorized hacking of third parties. Inglis compared the scenario to an unleashed dog hunting rabbits, emphasizing that the combination of self-directed action and persistence yields harmful effects.

He criticized current AI development for reversing Isaac Asimov’s three robotic laws, making obedience a priority while neglecting built-in safeguards for humans. While acknowledging that hard-wiring ethical rules into non-deterministic models is impractical, he urged extensive sandbox testing and continuous monitoring. The former cyber chief also noted that the commoditization of AI makes regulation akin to controlling nuclear material—far more complex and less predictable.
