Under the updated News Bargaining Incentive legislation, any major tech platform that does not secure a contract with Australian news publishers will be subject to a 2.5% tax on its digital advertising revenue earned in the country. The proposal raises the levy from an earlier 2.25% rate and expands the offset for small-publisher deals to 200%, while requiring six qualifying agreements to eliminate the tax entirely. Artificial-intelligence companies, including Microsoft, Snapchat and OpenAI, are specifically exempt and will not be forced into negotiations.

Assistant Treasurer Daniel Mulino said the focus is on revenue derived from news content, not the firms' overall earnings. The Labor government hopes the changes will compel fair compensation for news producers without discouraging tech growth.
