Honduras President Asfura’s Six-Month Record: Austerity, Health Struggles and Growing Private Influence

In his first half-year, President Nasry Asfura has slashed public institutions, launched a contested health trust fund and pushed policies that favor private firms while security remains precarious.

Since taking office in January, President Nasry Asfura has pursued a rapid reduction of the state, cutting personnel at 113 institutions and abolishing ten, among them the National Housing and Human Settlements Commission and the Secretariat for Transparency and the Fight Against Corruption. He appointed himself minister of health and approved a 500-million-lempira trust fund to address medicine shortages and surgical backlogs, but only 227 surgeries were reported after four months, prompting accusations of a tilt toward private healthcare contracts.

The legislature has swiftly enacted a law protecting agro-industrial projects, leading to forced evictions of three communities, including a Garífuna village whose land rights are upheld by the Inter-American Court of Human Rights, and is debating amendments that would privatize electricity distribution. Diplomatic outreach has shifted toward Israel, highlighted by Asfura’s January meeting with Prime Minister Benjamin Netanyahu.

Anti-corruption initiatives have stalled, with the International Commission against Corruption and Impunity in Honduras delayed and the Transparency Secretariat dissolved, its duties transferred to the attorney general’s office led by Dagoberto Aspra. Security remains a challenge: two massacres in the Caribbean region in May killed 24 people, five of them police officers, and the country’s homicide rate stays at 26.6 per 100,000, the highest in Central America.
