Kentucky Governor mandates data centers prove no impact on local utility bills

Governor Andy Beshear issued an executive order aimed at shielding Kentucky utility customers from higher charges linked to artificial-intelligence data-centers. Prospective operators must submit a comprehensive proposal to the Energy and Environment Cabinet outlining how they will fully fund their own energy consumption now and in the future. The order also instructs the Public Service Commission to prevent utilities from shifting data-center expenses onto ratepayers.

Companies are further required to adhere to state and local environmental standards, pay all applicable taxes without exemptions, and engage with local officials and communities. The move mirrors actions taken by governors in Texas and New York, and aligns with a broader bipartisan effort, including a pledge promoted by Donald Trump, to ensure data-centers bear their own costs. While critics worry about potential rate hikes, supporters note that such facilities can create jobs and expand the domestic AI sector.
