Loudoun County Board Replaces Finance Committee Chair Amid Controversy

When the Loudoun County Board of Supervisors reconvened in September, it enacted a key personnel shift by replacing Juli Briskman with Koran Saines as chair of the finance committee. The change was announced at the close of the July meeting, with County Chair Phyllis Randall presenting a Board Member Initiative signed by five supervisors to remove Briskman from leadership due to behavior dating back to June 2021. Briskman participated remotely, rejecting the charges and describing the effort as a months-long pressure campaign aimed at silencing her opposition to data centers, Dominion Energy and other county policies.

Several colleagues referenced a 2022 video containing vulgar language and a letter on board letterhead supporting the Palestinian movement, as well as photos of Briskman with demonstrators who displayed an effigy of Sheriff Mike Chapman. Michael Turner called the video the “straw that broke the camel’s back.” While Briskman will stay on the finance committee, speculation arose about a possible future bid for board chair, a role currently held by Phyllis Randall.
