New York lawmakers propose legalizing sex in citywide saunas and bathhouses

Senator Erik Bottcher and Assemblymember Tony Simone are sponsoring a bill to nullify a 1980s statute that prohibits anal, vaginal intercourse or fellatio in adult-saunas and bathhouses, labeling such places a public-health danger. They argue that advances in HIV prevention, including PrEP, PEP and regular testing, render the ban outdated and push gay New Yorkers into hidden settings. The bill highlights the cultural significance of venues like Spa Castle in Queens and the East Side Club in Midtown, which have long served as social and sexual spaces for the community.

Former deputy health commissioner Demetre Daskalakis backs the effort, noting that these sites can facilitate health outreach, while veteran activist Allen Roskoff recalls their historic role in gay culture. Opposition is voiced by Councilwoman Vickie Paladino, who contends the establishments would exacerbate promiscuity. The initiative mirrors recent changes in Minnesota and awaits comment from Governor Kathy Hochul and Mayor Zohran Mamdani.
