Romania shuts both Cernavoda reactors as Danube water levels hit historic lows

Romania’s energy ministry announced the closure of its second Cernavoda nuclear unit, following an earlier shutdown caused by unusually low Danube river flow.

Romania confirmed that its second Cernavoda nuclear reactor will be shut down on July 30 after the Danube’s flow dropped to levels not seen since the 1980s. Both of the plant’s 706-megawatt units together supply roughly one-fifth of the nation’s electricity, and this is the first time they have been disconnected simultaneously due to water scarcity. The energy ministry reported that, with domestic output at about 4.3 GW against a 7.3 GW peak demand, the country will need to increase imports, which is expected to lift already rising power prices driven by a continental heatwave.

The Danube’s flow at the Romanian border fell to 1,650 cubic metres per second on July 28, well below the July average of 4,750, and is projected to dip to around 1,500 by early August. Neighboring Hungary has likewise taken one of the four reactors at its Paks facility offline for the same reason. The situation underscores the vulnerability of nuclear cooling supplies to climate-driven river fluctuations.
