Suspected cartel cell leader arrested for ordering Uruapan mayor's murder
Mexico's security minister announced the capture of the alleged head of a Jalisco New Generation Cartel-linked cell accused of ordering the killing of Uruapan mayor Carlos Manzo.
Mexico's security minister, Omar Garcia, confirmed the arrest of Ramon Angel, alias "El R1," who is suspected of heading the Los Rs criminal cell linked to the Jalisco New Generation Cartel. Garcia said the group is involved in extortion, murder and drug trafficking, and that Angel ordered the November 2025 assassination of Carlos Manzo, the mayor of Uruapan, who had publicly criticized the government's response to crime.
The investigation has led to the detention of at least 31 individuals, among them a 17-year-old believed to have fired at the mayor before security forces shot him. Manzo's killing ignited protests across the country and led President Claudia Sheinbaum to launch a security operation in Michoacan, deploying more than 10,500 personnel. Following the mayor's death, his wife Grecia Quiroz assumed the mayoral duties in Uruapan.
