Syria and Russia agree to hand over civilian parts of Tartous and Hmeimim bases
Syria and Russia signed a memorandum to transfer management of civilian facilities at Tartous port and Hmeimim airport to Syrian authorities, while keeping military sites as joint training centers.
Syria and Russia concluded a memorandum of understanding on the status of the Tartous naval base and Hmeimim airfield after a year and a half of intensive talks, the Syrian foreign ministry said. The agreement provides that Syrian authorities will take over civilian infrastructure, including the commercial dock at Tartous port and the Hmeimim airport, and will incorporate them into the country's civilian administration over the next three months.
Military sections of the sites will be repurposed as joint training and qualification centres, a structure designed to safeguard the strategic interests of both parties. The Syrian General Authority for Ports and Customs issued a separate statement confirming the transfer of commercial assets such as Pier No. 4 and associated warehouses to Syrian control. These facilities have long served as Russia's main foothold in the Mediterranean and Middle East, and their future has been under discussion since the change in Syrian leadership following the ouster of former President Bashar al-Assad in December 2024.
