The incident, which erupted amid a crowded street celebration of Latin culture, resulted in the deaths of Shaquan Quashie, 25, and Cesar Vernaza, 20, and left four additional festivalgoers injured. Police recovered two guns and suspect the attack was directed at specific individuals.
Approximately 13,000 people were present when gunfire broke out, prompting the cancellation of the remaining festival events and raising doubts about its future. Demkiw said he was notified of the arrests late Wednesday night and will hold a news conference on Friday to share further details.
