USAID Inspector General Finds Hamas Intimidates and Redirects U.S. Aid NGOs in Gaza

A confidential investigation by the USAID inspector general, released in June 2025, provides evidence that Hamas uses its police force to intimidate employees of U.S.-funded NGOs operating in Gaza. The probe cites attempts to obtain employee data, demands for material support to specific families, and threats to shut down aid operations for non-compliance. Six NGOs, including Mercy Corps, International Medical Corps and Project Hope, reported pressure, while three organizations disclosed they do not receive U.S. aid.

In contrast, at least six UN agencies have not provided the requested staffing and interaction details. U.S. officials, including a senior State Department spokesperson and Senator Chuck Grassley, argue the report proves Hamas is diverting and obstructing aid, challenging the international community’s narrative that Israel alone blocks assistance. The findings also reference earlier warnings from the USAID inspector general about the risk of aid diversion to Hamas and its armed wing.
