Victorian Minister Moves to Install Administrator at Hepburn Shire Council

A private prosecution brought by local businessman David Penman has led to five of Hepburn Shire Council's seven members being temporarily removed, effectively halting council functions. In response, Victorian Local Government Minister Paul Hamer said he will appoint an administrator to ensure services continue for residents until the prosecutions are concluded. Hamer noted that the current situation creates unnecessary disruption for the community.

Former mayor Tony Clark described the minister's move as sensible and in the community's best interest, though he urged faster action. Councillor Tim Drylie, who remains in his seat, argued that the state should have acted sooner to close legal loopholes and provide clearer accountability. The minister also indicated that legislation is being considered to prevent similar crises in the future.
