A pioneering 1972 highway project near Waukegan, Illinois, placed 246,000 cubic yards of coal-derived fly ash beneath a 7,500-foot embankment of US Route 41, aiming to cut soil-transport costs and reuse power-plant waste. Engineers compacted the ash in layers and protected it with a soil cover, installing monitoring equipment to track settlement, freeze-thaw effects, and groundwater movement. Subsequent evaluations found the ash core performed as well as or better than traditional fills, showing no detectable settlement, frost heave, or capillary rise.
The material’s pozzolanic reaction further strengthened the embankment over time. Findings were published in NCHRP Synthesis 199 and incorporated into FHWA guidelines, prompting other states to develop formal standards for fly-ash structural fills. Although modern regulations now require stricter environmental safeguards, the Illinois experiment remains a reference for using industrial by-products in large-scale infrastructure.
