2027 Malaysian budget to broaden housing affordability to rentals and living costs

Malaysia's 2027 budget proposal expands housing affordability to include rental markets and overall living expenses, according to a PropertyGuru analysis.

In Kuala Lumpur, the Ministry of Finance's pre-budget statement for 2027 redefines housing affordability to encompass both ownership and rental markets, tying it to transport, utilities and access to essential services. PropertyGuru's latest consumer sentiment study indicates rental searches have overtaken sale searches, with 81% of renters saying rents are too high and a sizable share relocating farther from work. The National Housing Policy 2026-2035 highlights secure tenancy, housing quality and liveable neighbourhoods, leading to recommendations for the budget to back initiatives like the Pay Per one outlet flexible listing option for trusted agents.

The analysis stresses that true affordability must also consider energy efficiency, climate risks and connectivity, as 86% of respondents value sustainable features. It advocates leveraging private-sector demand data alongside public datasets to better align housing supply, infrastructure and services with community needs, moving toward an "affordable living" framework.

Why it matters

The budget's broader view of housing costs could affect millions of Malaysians' ability to afford homes and daily living expenses.
