30-year-old tech founder aims to build AI-driven utopian city in Uruguay by 2027

Praxis, a New York-based startup headed by a 30-year-old CEO, is preparing to construct an AI-enabled “utopian” city within the +Colonia development near Colonia del Sacramento, Uruguay. The first phase aims to attract residents by mid-2027 after mobilizing $1 billion of capital over the next three years. The founder, who also advises Argentine President Javier Milei, will discuss the project with President Yamandu Orsi during the UN General Assembly in New York and plans to move to the site in December.

The plan envisions a new culture drawing on Greek and Roman heritage, with home sales funding arts and technology, while currently agreeing to operate under Uruguay’s legal framework. Earlier location ideas such as Greenland were rejected, and the initiative reflects a broader trend of tech entrepreneurs seeking self-governed communities. Praxis has not responded to a request for comment.
