AAIB urges DGCA to enforce flight-data monitoring after fatal Kanpur training crash
The AAIB report says Garg Aviation ignored required flight-data monitoring and recommends the DGCA enforce the Flying Training Circular after a training crash in Kanpur killed two crew members.
In its interim report on the August 27 training-flight accident, the Aircraft Accident Investigation Bureau concluded that Garg Aviation did not comply with the flight-data monitoring requirements of Flying Training Circular 01 of 2022 and lacked a standard operating procedure for such monitoring. The Tecnam P2006T, registration VT-NBV, carrying a deputy chief flight instructor and a trainee, departed Kanpur aerodrome at about 11:11 a.m., reported normal operations at 11:25 a.m., and then disappeared, later found to have force-landed in the Ganga Barrage area; both occupants died.
The AAIB recommends the Directorate General of Civil Aviation issue mandatory directions and specific monitoring guidelines to be incorporated into training manuals for all flying training organisations. Data recovered from the aircraft’s Garmin card and the retrieved engines are being examined, with technical assistance from Italy’s ANSV, the US NTSB and Tecnam under ICAO Annex 13. The bureau has also secured wreckage, records, weather and crew documents for further review.

It exposes safety oversight gaps in Indian flight training, prompting tighter regulation to prevent future fatalities.
