ActBlue launches passport-based verification as GOP probes foreign campaign donations

ActBlue announced a new passport verification system for donors abroad after House Republicans raised concerns about foreign contributions to Democratic campaigns.

ActBlue sent a letter to the House of Representatives outlining a new "passport verification program" that will let U.S. citizens living abroad resume contributions on its platform. The initiative comes after House GOP investigators accused the fundraising site of weak safeguards that could let foreign money influence Democratic campaigns. A prior report claimed the platform only checked that a passport number had the correct number of characters, not that it was a valid U.S. passport.

Committee on House Administration Chairman Bryan Steil said the new policy confirms ActBlue's earlier lapses. ActBlue responded that the upgrade uses advanced technology and reflects substantial engineering investment to meet fraud-prevention standards. The company also reiterated that it paused foreign-address donations in 2025 and has consistently denied any violations. The GOP probe is being led jointly by the House Administration, Judiciary and Oversight committees.
