Administrative court annuls Noisy-le-Sec municipal election over irregular candidate signatures

On 30 September, the administrative court of Montreuil invalidated the municipal election results in Noisy-le-Sec, Seine-Saint-Denis, citing non-compliant candidate signatures on the list that finished second. Five required signatures and handwritten endorsements on the “Noisy au cœur, la liste citoyenne” list were not signed by the candidates themselves, violating the electoral code and rendering the list irregular. Consequently, the votes cast for that list in the second round, which had earned 33.4% of the vote and seven council seats, were declared null.

The court dismissed motions to bar the list’s head and other members from office. Mayor Olivier Sarrabeyrouse, whose PCF-led list won with 46.8%, expressed disappointment but affirmed his commitment to democratic processes. The decision allows parties to lodge an appeal with the Conseil d’État by 30 October, and if the ruling is upheld, a fresh municipal election must be held within three months.
