Amnesty International says Russia lures foreign recruits with false promises for Ukraine war

According to a report released on 10 September, Amnesty International accuses the Russian military of employing deceptive, coercive and abusive methods to attract foreign citizens to fight in Ukraine. The organization characterises the recruitment of young, impoverished men from African and Asian countries as a violation of human rights and a crime of human trafficking. Moscow is reportedly trying to offset battlefield casualties without instituting a general mobilization, leading it to look beyond its borders for fighters.
The report notes that Russia has designated Amnesty as an "undesirable organization" and prohibited its activities within the country since 2025. By exposing these practices, Amnesty warns of serious legal breaches and the exploitation of vulnerable individuals. The findings add pressure on the international community to scrutinise Russia's recruitment policies amid the ongoing conflict.
