Amnesty International’s extensive 1,000-page dossier identifies 87 Iranian officials who oversaw a campaign of killings, torture and sexual violence during the 2022 “Woman, Life, Freedom” protests. Drawing on 270 survivor accounts and more than 2,000 video clips, the report finds the IRGC and the Police Command (FARAJA) led armed operations that employed assault rifles, shotguns with metal pellets and other crowd-control tools.
Victims reported being shot at close range, beaten, subjected to electric shocks, and, in some cases, sexually assaulted while in detention. The named individuals comprise 62 security commanders—including 33 from the IRGC and 27 from FARAJA—plus 25 officials from the Ministry of Interior, among them the late Supreme Leader Ali Khamenei and former armed forces chief Mohammad Bagheri. Amnesty urges that these officials be investigated for crimes against humanity.
