The Lost Funds tool, created by the States United Democracy Center and Grant Witness, quantifies grant reductions totaling $177 billion since President Donald Trump took office for his second term. Using data from USASpending.gov, the database shows that all 50 states and the District of Columbia experienced funding cuts, with the biggest shares in health, nutrition, environmental and disaster-relief grants. Specific examples include halted maternal-health programs in Michigan, suspended education-research funding in Mississippi, and delayed aid to minority farmers in Iowa.
States such as California, Texas, New York, Illinois and North Carolina saw the highest dollar amounts of disrupted grants. The groups argue the scale of these cuts exceeds normal administrative turnover, and note that courts have occasionally ruled against the administration’s actions. The tracker will be refreshed regularly as new funding decisions and legal outcomes emerge.
