Angela Rayner pauses England council boundary reforms amid legal concerns

Angela Rayner, the secretary for local government, said she is suspending the planned redrawing of council boundaries in four English counties and will reassess plans affecting 16 additional areas. She said the pause is intended to gather all relevant information and avoid decisions that are likely to be challenged in court. The suspension comes after legal threats from Reform-led councils in Essex, Norfolk and Suffolk and a Conservative-led administration in Hampshire, which prompted earlier withdrawals of proposals.

Rayner acknowledged the extensive work local authorities have already invested in the reforms, which were first announced by her predecessor Steve Reed. While the government argues the changes would streamline services and cut costs, opponents claim they could divert resources from front-line services and impede regional mayoral mergers. In the same interview, Rayner also commented on Labour’s delayed recognition of a Palestinian state and denied that recent sanctions on Israeli settlements were timed for a London by-election.
