Arcom issues formal warning to Europe 1 over migrant hate remarks

France's media regulator Arcom has formally warned radio station Europe 1 for breaching rules on hate speech after host Christine Kelly suggested many migrants are rapists.

France's audiovisual regulator Arcom has issued a formal notice to Europe 1, finding the station in breach of its duty to avoid hate speech and discriminatory content. The decision stems from remarks by host Christine Kelly during a January broadcast, where she cited figures on irregular migrants and claimed that many are rapists, referencing a rape case involving a Tunisian national subject to a departure order. Arcom highlighted that the discussion did not include counter-arguments from other participants and that Kelly's attempt to qualify the statement did not offset its broad generalisation.

The regulator classified the comments as likely to incite hatred toward migrants based on origin or nationality. Europe 1 had previously received a warning for comparable infractions, and one outlet notice serves as a pre-sanction step.

Why it matters

The ruling underscores strict enforcement of anti-hate speech rules for French broadcasters.
