Australia tightens student visa rules, limiting study paths and family reunification

From October 2, new rules will restrict subclass 500 student visas to higher-level courses only, ban on-shore applications and limit partners and children joining most students.

Australia's Department of Home Affairs introduced a suite of tighter measures for subclass 500 student visas effective October 2. Applicants must apply from abroad, can only move to higher-level courses, and are generally barred from bringing partners or children, except for ASEAN, Pacific and PhD students. The refusal rate for student visas hit 24.2% in June 2026, up sharply from 7.9% a decade earlier, raising concerns for migrants such as Hong Hai from Hai Phong.

Experts warn the changes will hit those using study as a migration pathway more than genuine scholars, while still allowing certain skilled occupations and regional visas to remain viable. Universities and migration consultants advise students to focus on employability, financial planning, and realistic career outcomes rather than relying on visa pathways. Despite the restrictions, enrollment numbers remain below the annual cap, indicating continued demand from genuine students.
