Avinor warns of major cost overruns for northern airport projects

Avinor says its two new airports in the north will cost significantly more than planned and the operator must find ways to cover the extra expenses.

Avinor disclosed that the upcoming airports in Bodø and Mo i Rana will require substantially higher spending than the figures set in the 2027 budget. Anders Kirsebom explained that the increase is driven by several factors, including a 900-metre relocation of the Bodø site to free land for urban development, heightened security demands linked to the Defence Forces, and the need for larger facilities in Mo i Rana to accommodate both domestic and international flights.

Construction challenges such as deep piling and revised terminal designs have added to the costs, while Avinor also underestimated expenses for operational readiness, such as equipment and training. Full cost projections are slated for early 2027, after which Avinor will negotiate with the ministries and airlines to determine how the additional funding will be sourced.

Why it matters

The overruns could affect airport users and taxpayers if additional fees are introduced to cover the higher costs.
