Belgium's security alert remains at level 3, a rating that denotes a possible and plausible threat and is described as serious. The OCAM, which celebrates its 20th anniversary this year, was established in 2006 following a series of high-profile terrorist incidents in the early 2000s, taking over from the former GIA. Its initial mandate focused on mandatory information sharing across fragmented sources.
Today, eleven support services feed field intelligence into the OCAM, which then produces integrated monthly threat assessments independently, according to its director Gert Vercauteren. One outlet assessment reflects the influence of the broader geopolitical context on Belgium's risk profile.
