Border chief Shuhaily Zain declines FAM integrity committee role amid investigation

Border Control and Protection Agency director-general Shuhaily Zain has turned down his appointment as deputy chair of the Football Association of Malaysia Integrity Committee, citing his agency duties while he remains under police investigation.

Shuhaily Zain, director-general of the Border Control and Protection Agency and former Bukit Aman Criminal Investigation Department chief, declined the deputy chair position on the Football Association of Malaysia (FAM) Integrity Committee, stating that his responsibilities at the agency leave no room for the role. His refusal follows a police probe into an incident at Kuala Lumpur International Airport where CCTV showed him reprimanding two security personnel, a video that went viral online.

FAM acknowledged his decision, thanked him for his earlier willingness to help, and affirmed that the integrity committee will keep working to improve governance. The committee, chaired by former deputy inspector-general of police Ayob Khan Mydin Pitchay, was created as part of FAM president Ab Ghani Hassan’s plan to bring external credibility to the body after a player-eligibility scandal. Home Minister Saifuddin Nasution Ismail indicated that the investigation is ongoing and the final report will be submitted to the Attorney-General’s Chambers.

Why it matters

The refusal highlights challenges in Malaysian football governance and ongoing scrutiny of a senior security official.
