Boston raid detains eleven cruise ship crew members on child porn charges
Customs and Border Protection officers, together with ICE HSI agents, arrested eleven foreign crew members in Boston for alleged child sexual abuse material offenses.
In a coordinated effort known as Operation Tidal Wave, Customs and Border Protection officers and ICE Homeland Security Investigations special agents conducted boardings of the cruise ships Volendam and Norwegian Breakaway at Boston between August 14 and August 16, 2026. The teams identified eleven alien crew members—nine Filipino, one Indonesian and one Nicaraguan—who were suspected of involvement with child sexual abuse and exploitation material.
Comprehensive searches of the suspects’ living spaces and electronic devices were carried out, after which the U.S. Attorney’s Office authorized their removal under immigration provisions for crimes involving moral turpitude. Acting Director Julio Caravia emphasized the priority of protecting children, while HSI Acting Special Agent in Charge Jeffrey Grimming highlighted the joint law-enforcement message that anyone handling such material will face severe consequences.
The operation builds on earlier phases that led to administrative actions against crew in San Diego and a federal prosecution in San Juan, Puerto Rico. All eleven individuals are slated to leave the United States with assistance from the shipping agent.
