BPCL Secures Environmental and Coastal Clearances for ₹1 trn Andhra Pradesh Refinery
The Expert Appraisal Committee recommended environmental and coastal-zone clearances for BPCL’s ₹1.03 trillion greenfield refinery and petrochemical complex near Ramayapatnam Port in Nellore district.
The Expert Appraisal Committee of the Ministry of Environment, Forest and Climate Change has recommended that BPCL receive both environmental and Coastal Regulation Zone clearances for its planned ₹1.03 trillion greenfield refinery-petrochemical complex in Nellore district, Andhra Pradesh. Spanning 5,200 acres near Ramayapatnam Port, the 9 million-tonne-per-year facility will output about 5.4 mt of transportation fuels and 3.2 mt of petrochemicals, alongside zones for green hydrogen, renewable energy and a large marine crude terminal.
Engineers India Ltd reported no litigation after a public hearing conducted by the Andhra Pradesh Pollution Control Board. BPCL will set aside 1,563 acres as greenbelt, meet a daily water demand of 225,648 cubic metres via a desalination plant, and source 770 MW of power, partly from a captive plant. The project is expected to generate 400 direct and 13,600 indirect jobs during construction, and 1,250 direct and 3,750 indirect jobs in operation. The clearance paves the way for BPCL, India’s third-largest refiner, to expand its product mix toward higher-margin petrochemicals.
Why it matters
The clearances enable a massive refinery-petrochemical hub to proceed, boosting regional energy capacity and creating thousands of jobs.
