Bundesbudget misses three of four stability criteria from 2028, minister acknowledges irregularities

Finance Minister Lars Klingbeil said the federal budget plan for 2026-2030 shows irregularities, with three stability criteria failing from 2028 onward.

At a meeting with state finance ministers, Finance Minister Lars Klingbeil admitted that the federal budget for 2026-2030 contains notable irregularities. The plan already fails one of the four stability criteria in 2026 and 2027, and from 2028 three of the indicators turn red. The primary cause is the steep rise in defence expenditures, which the federal government will fund through extra borrowing beginning in 2025.

While this borrowing is permitted under a special rule to the debt brake, it worsens the metrics evaluated by the Stability Council. The council may now have to assess whether a fiscal emergency exists and could, in extreme cases, impose austerity measures. Most states also recognize that the red figures stem from the additional defence outlays, and an EU-wide exemption for such spending exists, though Germany currently lacks a comparable provision.

Why it matters

The budget shortfall could force stricter fiscal oversight and limit future spending options.
