California advances two bills to expand solar options for renters and condo dwellers

The state legislature approved Assembly Bill 1813 and Senate Bill 868, aimed at broadening community and plug-in solar access for renters and others without roof ownership.

California’s legislature has moved two solar-expansion bills forward: AB 1813, a third attempt to force the Public Utilities Commission to design a more robust community-solar scheme, and SB 868, which legalizes plug-in “balcony” solar panels for renters and owners alike. Proponents say the measures could shave hundreds of dollars off electricity bills for low-income households. Utility giants, including Pacific Gas & Electric and Southern California Edison, argue the proposals could raise rates for non-participants and raise safety issues, with PG&E securing a 2030 re-authorization deadline for the balcony-solar bill.

The Public Advocates Office warned the community-solar plan might shift about $1.5 billion annually onto other ratepayers. If signed, the balcony-solar law will become active once panels receive U.S. safety certification from labs such as UL Solutions, while the community-solar bill must still overcome the governor’s and commission’s scrutiny. The legislation reflects a broader effort to revive California’s solar market after a recent downturn in rooftop installations.
