California approves exemption for 1976-1985 collector cars from smog testing

SB 1392, championed by Senators Dave Cortese of San Jose and Shannon Grove of Bakersfield, was signed by Governor Gavin Newsom to lift smog-check requirements for collector cars manufactured from 1976 through 1985. To qualify, owners must carry collector-vehicle insurance and limit annual mileage to under 1,000 miles. Classic-car enthusiast Jay Leno praised the governor’s persistence in protecting the state’s automotive legacy.
While the exemption is limited, critics like Senator Catherine Blakespear expressed concerns about potential emission increases. The legislation takes effect on Jan. 1, 2028 and coincides with AB 2541, which creates a lowrider license-plate program endorsed by Assemblymember Mark González.
