Calls for Concrete Action on Campus Antisemitism Grow Amid Repeated Studies

A former judge’s report on rising antisemitism at Toronto Metropolitan University has prompted another study instead of immediate reforms, sparking criticism of the Canadian approach.

A review authored by retired judge Mary Lou Benotto found that the Oct. 7, 2023 attacks in Israel have intensified antisemitic sentiment among students, faculty and staff at Toronto Metropolitan University, describing incidents of intimidation and dehumanization. Benotto proposed eight practical steps, such as banning harassment under the banner of free speech and strengthening protest protocols. University president Mohamed Lachemi responded by establishing a task force and appointing former ambassador Bob Rae to develop an implementation plan, delaying action until March 2027.

The move follows a pattern of federal initiatives, including a ministerial advisory council announced by Prime Minister Mark Carney and a Senate committee report with 22 recommendations, none of which have led to substantive change.

Why it matters

It highlights how repeated reports on campus antisemitism risk becoming paperwork without protecting students.
