Cambodia and Thailand Agree on Confidence-Building Measures in UN Maritime Talks

Cambodia and Thailand have reached an agreement on trust-building steps during UN-backed conciliation talks over their overlapping claims in the Gulf of Thailand.

During the second meeting of the UN-facilitated Conciliation Commission, Cambodia and Thailand agreed on a set of confidence-building measures to address their overlapping maritime claims in the Gulf of Thailand. The talks took place from October 14 to 18 at the Peace Palace in The Hague, with Cambodia's delegation headed by Deputy Prime Minister Prak Sokhonn and Thailand's by Foreign Minister Sihasak Phuangketkeow. The parties pledged to make statements protecting legitimate rights and to counter misinformation, aiming to create mutual trust and an amicable resolution under international law.

The commission noted that earlier commitments have not been fully implemented and urged both governments to act on the new measures. A third session is planned for November 24-27 in Kuala Lumpur, following an initial meeting in Singapore in September. The dispute dates back to a 2001 memorandum of understanding that Thailand revoked, prompting Cambodia to launch compulsory conciliation in June.

Why it matters

The pact marks a concrete step toward peacefully settling a long-standing maritime boundary dispute in the Gulf of Thailand.
