Canada prepares its first national security strategy in over 20 years

A senior adviser says the Liberal government will unveil a new national security strategy within weeks, aiming to strengthen defence and economic security.

David Morrison, the senior diplomatic and international affairs adviser to Prime Minister Mark Carney, informed the House of Commons public safety and national security committee that the Liberals intend to release a new national security strategy in the coming weeks. This will be Canada’s first comprehensive security policy since the 2004 "Securing an Open Society" framework introduced by Prime Minister Paul Martin. The upcoming strategy is expected to reinforce the country’s defence posture and place greater emphasis on economic security, according to Privy Council Office spokesperson Mélany Gauvin.

Prime Minister Justin Trudeau had previously directed officials to produce an updated strategy by 2025, but the timeline now appears accelerated. The announcement signals a renewed focus on addressing a broad range of security threats facing Canada.

Why it matters

The strategy will shape Canada’s defence and economic safeguards against emerging security challenges.
