Canada weighs strategic targets for upcoming counter-tariffs on U.S. goods
Canada is crafting a set of retaliatory tariffs aimed at specific U.S. states and sectors to pressure Washington while limiting domestic fallout.
Facing U.S. tariffs, Canada is preparing a counter-tariff regime that will hit selected American products and regions, a move described by Trevor Tombe as a form of asymmetrical trade warfare. Brian Clow, who advised both International Trade Minister Chrystia Freeland and Prime Minister Justin Trudeau, stresses the need to protect Canadian businesses while choosing targets that can influence U.S. political calculations, especially in swing states like Michigan and Maine.
The strategy mirrors past actions that focused on states such as Kentucky, Pennsylvania, Ohio and Wisconsin during the 2018 dispute. Finance Minister François-Philippe Champagne calls the response proportionate, targeted and strategic, and Tombe estimates the tariffs could raise about $1 billion a month to fund a broader support package. The chosen items include many metal and intermediate goods, as well as certain seafood products to affect states with competitive Senate races. Officials anticipate the tariffs will pressure U.S. lawmakers without causing major price shocks for Canadian consumers.
