Canadian shell firm Maple Finance linked to sanctioned TGR money-laundering network
A visual investigation found that Vancouver-based Maple Digital Financial Solutions, marketed as a banking service, is a shell company tied to the sanctioned TGR money-laundering network.
A visual investigation, in partnership with the Centre for Information Resilience, revealed that Maple Digital Financial Solutions—promoting “revolutionary banking” from a Vancouver address—operates as a shell with no customer access, unanswered contacts and no disclosed staff. Digital forensics linked the firm to the TGR network, a sanctioned transnational money-laundering operation that services ransomware groups, drug cartels and Russian intelligence, through shared directors, phone numbers and domain registrations.
Former FINTRAC deputy director Denis Meunier warned that such money-services businesses pose high laundering risk without licensing. Key figures include Andrejs Carenoks, a U.S.-sanctioned Latvian linked to TGR, and current director Janis Zvigulis, who also sits on The OneGate and TGR Wealth Solutions. Authorities have not confirmed illegal activity, but experts say the connections merit regulatory scrutiny.
Why it matters
The ties suggest a Canadian firm may be facilitating global illicit finance, prompting potential regulatory action.
