Canyon County probation office shares foreign-born list with ICE officials
Emails reveal Canyon County misdemeanor probation staff compiled a list of foreign-born probationers and forwarded it to ICE between May and July 2026.
A series of heavily redacted emails obtained by InvestigateWest demonstrate that Canyon County’s misdemeanor probation department collaborated with ICE, sending a compiled roster of foreign-born probationers from May through July 2026. Senior officer Norma Naranjo notified ICE agents of upcoming check-ins and, in June, directed staff to produce a list of offenders they believed were in the country illegally. The resulting document, covering 82 individuals, masks names and personal data but shows that 54% faced DUI charges, with only seven already flagged by ICE.
County officials, including director Jeff Breach, argue that verifying immigration status is a federal responsibility and that the cooperation mirrors standard law-enforcement partnerships. Critics warn the approach could mistakenly target lawful residents, while the county points to a historical pattern of working with ICE dating back to at least 2008.
