Capiz governor forms El Niño task force, orders 15-day action plan
Gov. Fredenil Castro ordered the creation of an El Niño Task Force and set a 15-day deadline for an action plan to address drought-related water, farm and health challenges in Capiz.
On Oct. 21, 2026 the governor signed Executive Order No. 31, establishing a provincial task force to coordinate drought preparedness across Capiz’s 16 municipalities and Roxas City. He will chair the group, the provincial administrator will serve as vice chair, and the Provincial Disaster Risk Reduction and Management Office will act as secretariat. The task force must produce an action plan within 15 days to tackle expected water shortages, agricultural losses and health risks caused by prolonged dry spells.
Why it matters
The plan aims to protect Capiz’s water supply, agriculture and public health from imminent drought effects.
