Cebu Board orders utilities to submit emergency power plans amid Visayas shortage

The Cebu Provincial Board has urged power providers and cooperatives to file contingency measures as the Visayas grid faces ongoing electricity shortages.

During its regular session on Sept. 14, 2026, the board approved a resolution pushed by First District members Antonio Bacaltos Jr. and Lakambini Reluya. The measure directs local distributors and electric cooperatives to present backup plans to the Office of the Governor. The call follows recent yellow and red alerts on the Visayas grid, caused by offline generating units and limited imports from the Mindanao Grid.

Why it matters

The plan seeks to prevent wider blackouts in the Visayas by ensuring utilities have ready backup measures.
