Chief Magistrate refuses bail for 18-year-old accused of kicking toddlers at Canberra mall

In Canberra's Westfield Belconnen centre, an 18-year-old allegedly approached a mother and her two sons, then kicked the children from behind, leaving one with a broken nose and the other assessed for head trauma. Bystanders and mall security held the man until police arrived, but officers did not answer the Triple Zero calls made at the scene. He was arrested on Sunday and charged with assault.
At a hearing, Chief Magistrate Louise Taylor refused bail, citing a dangerous, volatile situation and the accused's fixation on young children, stating no conditions could adequately protect the community. The magistrate also ordered the suspect's name to be kept confidential and noted the need for appropriate custodial support. ACT Police have apologized to the family and are reviewing their response procedures.
