Child Abuse Cases Surge in Hong Kong, NGO Calls for Data-Driven Reform
The NGO Against Child Abuse reported a sharp rise in suspected child abuse cases and urged legislative and systemic changes to address the trend.
Against Child Abuse highlighted that suspected child abuse reports in Hong Kong have risen from 940 in 2020 to 1,354 in 2025, and for the first time sexual abuse cases matched physical abuse at 501 each last year. The organization attributes the upward trend to lingering COVID-19 impacts, greater internet use, economic pressures, recent court rulings and increased awareness. Executive member Patrick Ip warned that abused children face higher risks of self-harm, suicide, ADHD and obesity, stressing the need for early intervention.
He called for a systematic, data-driven monitoring platform that unites NGOs, universities and authorities to improve parenting capacity and mental well-being. The NGO also noted a surge in public inquiries following the Mandatory Reporting of Child Abuse Ordinance, which has generated 176 reports in its first five months, and backed government proposals to criminalise persistent sexual abuse and cyber-flashing as part of broader sexual-offence reforms.
