Child sex offender reoffends within days of release, amassing hundreds of illegal images

Ian Mitchell, 64, has a criminal record spanning more than two decades of child sexual offenses and repeated breaches of court-imposed restrictions. Following a two-year prison term, he was released on July 8 and assigned to an approved residence in Swansea, but was recalled ten days later after a search revealed a concealed phone loaded with over 900 child abuse images, including 191 Category A files and computer-generated prohibited content.
After being released again on July 6, he provided details of his phone and email, yet an inspection eleven days later uncovered evidence that he had signed up for TikTok and used a VPN to hide his online activity. Prosecutors highlighted his extensive history, noting prior extended sentences as a dangerous offender and numerous convictions dating back to 1999. The court heard that Mitchell’s repeated violations demonstrate a pattern of non-compliance with sexual harm prevention orders. His barrister described him as demoralised, having spent only three Christmases outside prison in the past 20 years, while the prosecution argued that immediate custody was necessary.
