China accelerates AI data-center build-out as U.S. warns of infrastructure lag
China is rapidly expanding its AI data-center and power infrastructure, prompting U.S. officials to caution that the gap in construction speed could threaten America’s lead in AI hardware.
According to the 2026 AI Index, the United States maintains a sizable lead in data-center count, yet China is intensifying construction of facilities and power assets to support AI workloads. Analysts point to China’s “East Data, West Computing” strategy, which relocates computing power to western provinces where land and renewable energy are plentiful, with dozens of centers under development in Inner Mongolia and Ningxia.
U.S. officials, including Donald Trump and Vice President JD Vance, warned that resistance to data-center projects at the local level could inadvertently aid China’s progress. The Chinese embassy rejected the notion of an AI rivalry, citing its 2025 Global AI Governance Action Plan that calls for clean-energy and network expansion. Experts highlight China’s capacity to build infrastructure quickly due to fewer regulatory constraints, while also noting its difficulty in obtaining cutting-edge chips. The competition now centers on who can supply the electricity, data-center capacity, and networking needed for large-scale AI models.
