China drafts export‑control rules for AI models, chips and solar‑manufacturing technologies

Beijing’s Ministry of Commerce and the Ministry of Science and Technology have issued draft proposals that would place AI models, certain semiconductor chips and a range of photovoltaic‑manufacturing processes under export oversight. The AI component targets large‑scale models and autonomous agents, while the solar portion lists thin‑wafer, perovskite, tandem cells, fluidised‑bed polysilicon production and advanced methods such as TOPCon, HJT and XBC, with some items slated for prohibition and others for licensing.

Companies would need to register overseas transfers of the listed technologies during a public comment period that ends on November 15. The proposals have prompted calls from the U.S.‑based group Humans First for America‑first export controls on AI. The drafts remain subject to consultation and have not been finalized.
