The Track 1.5 format, created in 2023, serves as a bridge between official diplomacy and informal exchanges.
Roughly 40 delegates from Chinese and foreign local governments, academic institutions, think tanks and the US strategic and business communities participated. Liu’s remarks highlighted the goal of finding common ground while narrowing gaps. The discussion reflects ongoing efforts to shape a more predictable and cooperative bilateral dynamic.
